The essence of the RCH vs. Lee litigation defense was the in-depth recognition of public policy formulation, DR/GR regional history and private sector land use expectations relating to legitimate land policy formation and implementation. In close coordination with the Lee County Attorneys Office, Mr. Stuart initiated a strategic defense plan that resulted in a successful defense of the County, both in Circuit and in the FL State Court of Appeals.
